The West Haven City Council will take up proposed rules on e-bikes, scooters and golf carts, a rewrite of the city’s severe-weather parking ban, and several capital budget changes when it meets Tuesday, Oct. 13, according to the published agenda.
The regular meeting starts at 7 p.m. in the City Council Chambers on the third floor of City Hall, 355 Main St. Three public hearings are scheduled just before it, at 6:57, 6:58 and 6:59 p.m.
E-bikes, scooters and golf carts
The Committee on Legislative Matters is set to report on an ordinance from Mayor Dorinda Borer that would amend Chapter 80 of the city code, covering “Bicycles, Electric Personal Assistive Mobility Devices, Electronic Propulsion Vehicles and Golf Carts.” The proposal first appeared on the council’s July 27 agenda.
The agenda lists the item under the committee’s report, with a “requested action by Committee Chair to entire City Council.” The agenda does not include the text of the ordinance.
Parking ban and street digging rules
The same committee will report on two more of the mayor’s proposals: an amendment to Chapter 188 of the city code on severe weather and parking ban regulations, first on the Sept. 14 agenda, and an amendment to the excavating rules in Article V of Chapter 206, Street and Sidewalks, first on the Aug. 24 agenda.
The Committee on Legislative Matters is chaired by Councilman Ronald Quagliani. Its other members are Sarah Ackbarali, Sean Ronan, Katherine Tucker and Meli Garthwait, according to the agenda.
Public hearings on capital budgets
The three public hearings, all held by the council as a whole, cover items Borer sent to the council on Sept. 28:
- An ordinance amending the capital budgets for fiscal years 2021-22 through 2025-26 for project 22028, Traffic Safety.
- An update to the 2024-25 bonding ordinance renaming the project “Police Services – Traffic Control Signal” to “Police Services – Traffic Safety.”
- An ordinance amending the fiscal 2025-26 capital budget for projects 26020, City Infrastructure Upgrades; 26017, City Bathrooms; and 26024, General Public Safety Upgrades.
The council is scheduled to act on all three later in the meeting. The agenda does not list dollar amounts.
Library site and charter revision
The council may also deliberate and act on an amended resolution for APRA Project No. 2023-023, Library Site Development. The agenda lists it with the words “if necessary.”
Charter revision appears under unfinished business. Voters will see three charter questions on the Nov. 3 ballot, including a proposed four-year term for mayor.
How to speak
The agenda includes a public session. Speakers are asked to wait to be recognized by the council chair, then give their name and address for the record. Each person may speak once, for up to three minutes. The agenda notes the council does not discuss issues with speakers during public session.
The council is chaired by Christopher Vargo Jr. The agenda also lists approval of the minutes from the Sept. 14 and Sept. 28 meetings, and a tax collector communication on refunds of overpayments for October, to be filed with the record.
The full agenda is posted in the city’s Agenda Center.
